CONTENTS:

1. Scope and subjects required to undergo inspection under Decision 29/2023/QĐ-TTg

Businesses must carry out inspection of machinery, equipment, and technological lines in the following cases:

• Investment projects that use outdated technologies, pose potential risks of environmental pollution, or are resource-intensive (as stipulated in Points a and b, Clause 11, Article 27 of Decree No. 31/2021/NĐ-CP);

• Investment projects requesting an extension of operational time in Vietnam.

2. Documentation for determining the technology of the investment project

According to Article 4 of Decision 29/2023/QĐ-TTg, businesses requesting to determine the technology of their investment projects must prepare the following documents:

• Written request for technology determination, using Form No. 01 attached to the Appendix of Decision 29/2023/QĐ-TTg;

• Description of the current technology used in the investment project, prepared using Form No. 02;

• Valid inspection certificate for machinery, equipment, and technological lines used in the project, clearly presenting all contents as specified in Form No. 03.

3. Inspection procedure for machinery, equipment, and technological lines in investment projects

To complete the documentation for determining the technology of the investment project, businesses must carry out the inspection process as follows:

• Initial consultation and document submission: The enterprise and Vinacontrol meet to discuss initial information and provide necessary documents and certificates according to the required checklist.

• Site survey and development of inspection plan: Vinacontrol reviews the documents and conducts an overall survey of the project to propose a suitable inspection plan.

• Quotation and contract signing: Upon agreement on the plan, Vinacontrol sends a service quotation and signs the inspection contract with the business.
