On 10 July 2026, Vinacontrol Group participated in Track C of the Vietnam Financial Forum (VFF) 2026, held as part of Da Nang Business, Finance and Technology Week (DBFTW) 2026. Entitled “Third-Party Supporting Services for the Financial Sector: An Ecosystem for the Development of the Vietnam Financial Center in Da Nang”, the session explored how third-party services including data and analytics, trade credit insurance, collateral management, asset management and non-bank financial models can help establish the operational infrastructure required for the Vietnam International Financial Center in Da Nang.

At the forum, Mr. To Manh Linh, Vice Marketing Director of Vinacontrol, delivered a presentation titled “Collateral Management: Financial Market Infrastructure for VIFC Da Nang.” He shared Vinacontrol’s perspective on the role of collateral management in facilitating lending secured by movable assets, including commodities, inventories, receivables and warehouse documents.

International studies indicate that more than 30% of global trade finance involves commodities and inventories. In Vietnam, however, movable assets still account for only a modest proportion of the collateral portfolios held by credit institutions. This highlights significant potential for developing more effective mechanisms to verify, monitor and control collateral, thereby broadening businesses’ access to finance particularly in agriculture, logistics, commodity trading and supply chains.

Drawing on its practical experience, Vinacontrol emphasised that Collateral Management is a critical component of the financial market support services ecosystem. It creates an effective link between financial institutions and businesses across trade finance, supply chain finance, inventory finance and asset-based lending.

With its independent inspection capabilities, in-depth understanding of commodity characteristics, production processes, logistics operations and warehousing systems, together with a nationwide operational network, Vinacontrol is well positioned to deliver collateral management services in line with market risk-management requirements.

Under a Collateral Management Agreement (CMA), Vinacontrol is jointly appointed by the lender and the borrower as an independent collateral manager. Its responsibilities include verifying the assets, inspecting quantity and quality, supervising storage facilities, controlling the receipt and release of goods, and providing independent reports throughout the financing period.

This mechanism enables credit institutions to strengthen risk control, mitigate fraud and duplicate-financing risks, and unlock the value of inventories, raw materials and commodities as collateral for working-capital financing.

At the forum, Vinacontrol also recommended that the development of International Financial Centers in Da Nang and Ho Chi Minh City be supported by a professional and trusted financial market services ecosystem. Alongside an appropriate legal framework, capital resources and financial institutions, the participation of independent organisations in collateral verification, supervision and management can enhance transparency, mitigate risk and strengthen confidence among financial institutions and investors.

Such an ecosystem would also provide a foundation for trade finance, supply chain finance and inventory finance models to develop in accordance with international practices.
