In Vietnam, Circular 96/2020/TT-BTC issued on November 16, 2020 by the Ministry of Finance demonstrates the authorities' determination to enhance the management of environmental issues. Specifically, this circular mandates that listed enterprises applying greenhouse gas emissions in their production and business activities must attach an Environmental and Social Impact Report to their annual report. This report must include the company's total direct and indirect greenhouse gas emissions as well as measures and initiatives undertaken to mitigate these emissions. Accordingly, the greenhouse gas inventory report has transitioned from a voluntary matter to a mandatory legal requirement.
